When responsibility for contingent workforce strategy transferred from Operations to Human Resources, the client looked for a vendor-neutral partner that could successfully manage both direct hire and temporary staffing via a companywide Vendor Management System (VMS). The challenges that the client faced are common in any multi-supplier environment and included:

• Performance Concerns: Temporary worker absenteeism and turnover rates substantially exceeded the staffing industry average, resulting in low fill rates. Overtime usage was in excess of 20% of total temporary labor hours, reducing productivity from new starts. Quality direct hire candidates were difficult to source in a timely fashion.

• Process Issues: Purchase order, invoicing, payment and reconciliation processes were inconsistent and labor intensive. There were also concerns regarding compliance risk.
